State parties (signatories) to the Geneva Convention of 1949 and its Additional Protocols of 1977 (Protocol I, Protocol II) and 2005 have given the ICRC a mandate to protect victims of international and internal armed conflicts. Their fundamental principles seem fantastic: They make no discrimination as to nationality, race, religious beliefs, class or political opinions. They endeavour to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress. They are also neutral, transparent by their funding and a voluntary relief movement not prompted in any manner by desire for gain.
